Dear colleagues - Internet users, providers of network services, owners of services of e-mail and advertising sites!

We address to you with an appeal to unite efforts of all Russian users of the Network in struggle against a spam - mass distribution of the messages of advertising and other character not requested by addressees.

Spamers do not have allies. They realise, that are engaged in the illegal activity irritating on whom it is directed.

The spam reduces quality of the services rendered to Internet users, repeatedly increasing the traffic of communication channels and detaining delivery of really important electronic messages.

The spam breaks constitutional laws on inviolability of a private life, as frequently spamers go on any shifts to get access to our post addresses and our personal data.

Spamers break the Russian legislation on advertising, evading from performance of the requirements shown by the Law to advertising activity. Spamers are afraid of that the information on their activity becomes publicly accessible. Therefore they operate anonymously, shifting responsibility for the activity on the advertisers deceived by their promises "to help to advertise widely their production". Spamers use that development of network technologies has begun in our country not so long ago, and not all users still understand, that Internet use is a modern way of increase of efficiency of communications, as for business, so for a civil society and the government, instead of a way of "detour" of the current legislation (as spamers try to inspire to advertisers).

Spamers neglect the standard norms of using the Network. The spam becomes social harm as the spam sending is even more often accompanied by virus attacks and illegal intrusion into information systems of diligent Internet users.

For this reason the attention of the public, the state bodies is drawn to a spam problem, law-enforcement and legal agencies, as abroad, and in our country. In the majority of the developed countries of the world are already accepted or the acts forbidding activity of spamers and imposing the sanctions for infringement of the antispam legislation are accepted now.

We, participants of the National coalition against a spam, declare the intention to submit judicial claims against the most active spamers, protecting our constitutional laws and interests of our clients protected by the law.

We will use any other lawful ways of struggle against a spam, and also to spend explanatory work among users of the Network and the representatives of business who are clients of the spam organisations.

We are ready to share experience of practical use of technological protection frames developed and used by us from a spam - the various software, allowing to filter a spam and to stop activity of the spam organisations.

We are ready to help with working out of legal mechanisms of counteraction to spamers. The spam is rather new object of legal regulation, therefore it is required to correct the operating Russian legislation in the field of advertising, rendering of a telecommunication service, administrative offences. It is necessary for law enforcement bodies to receive in the order accurate legal means on suppression of activity of spamers.
